AIF Workshop: Investment Environment in Asia- Bangladesh, Philippines and Uzbekistan (Open Event)

  • Support member countries’ infrastructure development by providing a session to interact with potential investors and business partners. 
  • Promote opportunities for AIIB in targeted countries.



The workshop will showcase investment opportunities in Bangladesh, the Philippines and Uzbekistan to encourage investors and other key stakeholders to consider projects in Asia. It will also provide the opportunity to share good practices promoted by AIIB’s member countries, highlight sub-regional trends and innovative policy and economic strategies.Representatives from member countries include Undersecretaries of the Department of Finance of the Philippines Mark Dennis Joven and Mr. Karl Kendrick T. Chua  and Md. Shahriar Kader Siddiky, Joint Secretary, Economic Relations Division Ministry of Finance Government of Bangladesh and Oybek Khamraev, Head of Foreign Relations of the Ministry of Investments and Foreign Trade of Uzbekistan. 


Discussion Topics

  • Bangladesh presentation will focus on the infrastructure transformation needed to support the country’s development. Specifically, it will touch upon the demand and supply chain, and the role of bilateral and multilateral institutions in facilitating sustainable infrastructure development.
  • The Philippines presentation will focus on the role of policy reforms including tax reform, agricultural tariffs and capital markets reform in support of infrastructure development. 
  • Uzbekistan’s presentation will touch upon the new measures introduced to improve the investment climate and will illustrate opportunities for investors and government support for foreign capital. 


Session Format

  • The panel will start with an introduction by AIIB. Afterwards, each country will deliver a presentation of 20 minutes followed by a 20 minutes Q&A from the audience. 




Karl Kendrick Chua

Undersecretary, Department of Finance, Philippines


Karl Kendrick T. Chua is undersecretary for the Strategy, Economics, and Results Group in the Department of Finance of the Philippines. In this capacity, he helps the government achieve the ten-point socioeconomic agenda by ensuring equitable and sustainable financing through tax reform. Prior to joining the government, he was the senior country economist of the World Bank for the Philippines. In this capacity, he advised the government on strategies and policies to attain more inclusive growth. He was with the World Bank for 12 years from 2004 to 2016. Karl completed his master’s in economics in 2003 and PhD in economics in 2011 at the University of the Philippines, School of Economics, where he specialized in fiscal policy and tax administration.  Prior to joining the World Bank, he was assistant professorial lecturer of mathematics and economics at the Ateneo de Manila University, where he also completed his bachelor degree in Management Engineering in 2000. 

Mark Dennis Joven

Undersecretary, Department of Finance, Philippines


Mark Dennis Y.C. Joven serves as the Undersecretary for the International Finance Group of the Philippine Department of Finance. He was formerly Assistant Secretary of the Revenue Operations Group (ROG) of the same Department exercising general supervision over internal revenue and customs operations. As Assistant Secretary, Mr. Joven represented the Philippines in tax treaty negotiations and in international tax forums. He recently shepherded the implementation of the comprehensive tax reform package or Tax Reform for Acceleration and Inclusion (TRAIN) Law and the Customs Modernization and Tariff Act.  Prior to public service, Mr. Joven has 15 years of experience as lawyer the areas of estate planning, corporate reorganizations, cross-border transactions, and tax advocacy.  He earned his Master of Laws from Harvard Law School, Tax Concentration, and his Bachelor from the University of the Philippines College of Law.

AKM Matiur Rahman

Joint Secretary, Economic Relations Division, Ministry of Finance, Bangladesh


Dr. AKM Matiur Rahman serves as Joint Secretary in the Economic Relations Division of the Ministry of Finance of Bangladesh. In this role he is responsible for resource mobilization and Official Development Assistance (ODA) including negotiations with Asian development partners. He has strong experience as a researcher and taught at the American International University of Bangladesh (AIUB) on lien from 2007-2011 as a Professor in the Faculty of Business Administration. He also served as Director of the Bachelor and Master of Business Administration programs and Associate Dean. He holds a master ‘s degree in Materials Science and Engineering from the Ohio State University, USA. He obtained his PhD degree in Public Finance from the London Institute of Technology (United Kingdom) in 2006. 

Md Shahriar Kader Siddiky

Joint Secretary, Economic Relations Division, Ministry of Finance, Bangladesh


Mr. Md. Shahriar Kader Siddiky serves as Joint Secretary in the Economic Relations Division of the Ministry of Finance of Bangladesh since July 2018. In this role he is responsible for economic cooperation with Asian countries. He is also responsible for coordinating and monitoring foreign aided projects and technical assistance programmes from multilateral and bilateral entities. Mr. Siddiky joined the Bangladesh Civil Service in 1993. He also served in the Bangladesh Embassy in Kuwait. He is experienced in personnel, logistics, financial management, and disaster management.
