AIF Business Development Workshop: Financing for Energy Projects in Asia (Open Event)

  • Seek business opportunities for AIIB in the sustainable energy sector;
  • Familiarize participants with the idea of Multilateral Development Banks helping to ‘crowd in’ investments into sustainable infrastructure. 



This session will discuss and examine the potential flow of investments in the sustainable energy sector from Europe to Asia. The workshop will seek to identify bankable projects and financial structures in Asia, with the aim of encouraging investors and other key stakeholders to consider projects in Asia. This workshop will also leverage Luxembourg’s position as a strong European financial center for funds and carbon investment vehicles, and support a discussion on investment vehicles which can help carbon offset in more countries. The workshop will draw in the perspectives of both sets of market participants, i.e. both investor and sponsors.


Discussion Topics

  • How can industrial players develop and bring renewables of the future across continents i.e. Europe to Asia or vice versa;
  • What are the energy sub-sectors with bankable projects in Asia, and how can the risk-return profiles be improved?
  • How can investors gain a foothold in Asia, and what are the mechanisms and funding structures for financing sustainable energy infrastructure?
  • Can the renewable energy sector be an asset class of its own and how can long-term value be generated;
  • What can Asia learn from the carbon trading market and Carbon Investment Vehicles (CIVs) in Europe?


Session Format

Roundtable format. There will be a 10 minutes of opening remarks by a keynote speaker, and then a moderated panel discussion. 10 minutes Q&A from the audience.



Cyrille Arnould

Head of GEEREF, European Investment Bank - GEEREF


Cyrille joined the GEEREF Front Office in 2008. Previously, he was a Senior Officer at EIB's Africa, Caribbean and Pacific Department, where he oversaw the development of private equity and microfinance portfolios. Prior to joining the EIB in 2003, Cyrille was a Senior Investment Officer at the International Finance Corporation’s SME Department, which he joined after four years with IFC’s Financial Markets Group, Sub-Saharan Africa Department. He was previously IFC's Senior Investment Officer based in Russia. Before joining IFC, Cyrille worked in Russia for the European Bank for Reconstruction and Development, first as Investment Manager for Smolensk Regional Venture Fund and then as Principal Banker in Moscow.

Cyrille holds a Diploma from the Political Science Institute and a Master's in Law, both from the University of Strasbourg, and an MBA from the Wharton School of the University of Pennsylvania.

Surya Bagchi

Global Head, Project & Export Finance, Standard Chartered Bank (Singapore) Ltd


Surya Bagchi oversees a team that originates and executes Project Finance, multilateral and export credit agency backed financing for corporate, commercial and financial institution clients of the Bank globally in its footprint markets. He has held multiple roles in Standard Chartered Bank since joining in 2001, including Global Head of Commodity Traders & Agribusiness based in Singapore from 2013 to 2015, and Regional Head for Global Corporates client segment in India from 2011-2012, among other roles. Surya is a Post Graduate in Management from Indian Institute of Management, Ahmedabad.

Julie Becker

Member of the Executive Committee, Luxembourg Stock Exchange


Julie Becker is a member of the Executive Committee of the Luxembourg Stock Exchange and leads International Primary Markets, in the management of the listing activities, the promotion and development of the LuxSE markets in international debt, equities, derivatives and investment funds. She is a confirmed specialist in regulatory, legal and market related matters linked to capital market transactions with a track record in advising on and integration of regulatory change. In 2016, she initiated and implemented the creation of LGX, a new platform dedicated exclusively to green instruments. This initiative, a first in global capital markets, is rewarded with numerous awards and recognitions worldwide. That same year she was appointed to the EU High-Level Expert Group on Sustainable Finance.

Tan Cheng Guan

Head, Renewables & Environment Business, Sembcorp industries Ltd


Cheng Guan Tan heads the Renewables & Environment business at Sembcorp, managing its renewable energy, water and waste-to-resource businesses. At Sempcorp, CG pioneered the early development of the Group's utilities business on Jurong Island and led the business' expansion into China, India, the UK, the Middle East, Myanmar and Bangladesh. Prior to joining Sembcorp, CG spent 12 years in engineering and project management at Brown & Root Far East. CG holds a B.A. in Civil Engineering (Honours) from the University of Liverpool, UK, and completed the Advanced Management Programme at Harvard Business School.

Jan Grimbrandt

CEO/Chairman, Boson Energy SA

Rafael Mateo



Mr. Mateo, began his professional career in 1982, working for Endesa where he became CEO Endesa Chile and Managing Director, Generation, at Endesa Latin America.


He joined ACCIONA in 2010 and has played a key role in the growth and positioning of ACCIONA Energy, the world’s largest independent (global) renewable energy operator developer and owner (10 GW of installed capacity worldwide).


Mr. Mateo holds a degree in Industrial Engineering from the Escuela Técnica Superior de Ingenieros Industriales in Zaragoza and some MBA´s (PDG IESE, PADE INSEAD)

Suntharesan Padmanathan

President & CEO, ACWA Power


Mr. Padmanathan, a professional Civil Engineer with over 35 years of experience, has served ACWA Power from 2005 as the company grew from a startup to where it is today; a leading private developer, owner and operator of power generation and desalinated water production plants headquartered in Saudi Arabia. Including projects in development, the portfolio has an investment value of $45 Bn. and can generate 30+ GW of power and produce 4.8 million m3 /day of desalinated water to be delivered on a bulk basis to state owned utilities and industrial majors on long term off-take arrangements under Public-Private-Partnership, Concession and Utility Services Outsourcing models of contracts.

Yee Ean Pang

Director General of Investment Operations II, AIIB


Pang leads Investment Operations II: Energy and Urban. Prior to joining AIIB, he was CEO of Surbana Consultants and group chief operating officer of Surbana Jurong, a consultancy firm for urbanization, industry and infrastructure. Before Surbana, Pang held senior positions at Ascendas where Pang was, among others, senior vice president in charge of real estate funds. He was also stationed in India with Ascendas, managing the North India and Hyderabad operations and focusing on industrial park development. He also cofounded Abecha, an e-business joint venture between JTC Corporation, Microsoft and SESAMi. He began his career as an electrical project engineer in JTC Corporation. Pang is a national of Singapore.

Sameh Shenouda

Chief Executive Officer, Zarou Ltd


Sameh Shenouda is the Chief Executive Officer of Zarou (a Blackstone portfolio company).  Zarou is an energy company set up to develop, own, build and operate energy-related projects in the Middle East and North Africa and neighbouring regions including Bangladesh.


Previously, he spent 5 years as Head of Infrastructure at CDC Group where he built their direct infrastructure equity business, and 7 years as Natural Gas Industries Director at Orascom Construction.


Sameh has an MBA from the University of Exeter, an MA in Development Studies and a BA in Economics from the American University in Cairo. He also attended the International Executive Program at INSEAD.

Aida Sitdikova

Director, Energy Eurasia, EBRD


Aida Sitdikova is Director Energy, Eurasia, Sustainable Infrastructure Group at the European Bank for Reconstruction and Development (EBRD) where she heads a team covering a diverse group of transition countries with a focus on power utilities and extractive sectors including oil & gas and mining. Ms Sitdikova has over 20 years’ experience in emerging market economies working with both the private and public sectors and leading complex financings involving debt, equity, syndications and policy dialogue with the Governments and reputable domestic and international investors.


Ramesh Subramanyam

Chief Financial Officer, The Tata Power Company Limited


Mr.Ramesh Subramanyam is a graduate in Commerce from Nagpur University. He is a member of the Institute of Cost Accountants of India & Institute of Company Secretaries of India. He has also passed the CPA (Certified Public Accountants) examination of the American Institute of Certified Public Accountants (AICPA).He has more than 23 years of experience in diverse organisations like Lloyds Steel Limited, Hindustan Unilever Limited, Monsanto India Limited and Siemens AG. After joining Tata Power in 2007 he has held various positions within Tata Power before being appointed as CFO of Tata Power. He is also on the board of several other Tata Power Group Companies. He is also the Chairman of CII’s National CFO Committee.

Federico Turegano

Global Head Natural Resources & Infrastructure, SG Corporate & Investment Banking


The Natural Resources and Infrastructure Division, part of Société Générale Corporate & Investment Banking’s Global Finance, is responsible for advisory and financing in infrastructure, energy, metals/mining and soft commodities. Federico Turégano began his career at Société Générale in Chicago in 1990 and has previously held various positions of responsibility including covered large corporate clients in the US, financial engineering in Paris, Latin America and the energy sector in the Americas. Federico has degrees from Boston College and the University of Chicago and is based in New York.
